Lets have a look at this license:
A. Stands for airline
T. Stands for transport
P. Stands for pilot
L. Stands for license
So why not have a requirement whereby the applicant must show xxxx hours xxxx months of first officer time on transport catagory aircraft to qualify for said license?

In the US you can get all the answers to all the exams through freedom of information.
You should be glad the exams are a piece of cake - why for God's sake would you wish for difficult exams? The license is just a ticket to other things, the real work comes, well never really. The ticket to admission to this ride is not exclusionary.

Oh no, another out of control rant post...Sounds like fun.
Just as an FYI, doing my ATPL exam this week. Glad its 2 exams not 12. Called the local TC guy and just out of curiosity asked about the licensing change. He says it might be next year at the earliest. So far, status quo. Happy bickering.

My .02 cents
1) 500 hr PIC min on the class of aircraft flown to instruct for any license or rating. This would instantly ensure instructors actually had some real world experience and eliminate the "instructor time isn't real flying argument"
For the ATPL
2) 500 hours Multi PIC and 500 hours in a aircraft certified with a requirement for 2 crew.
3) No requirement for an ATPL to be captain on aircraft up to Merlin/BE1900 size.
This would mean the ATPL would only be needed for true "airline jobs" and so there would be less of a panic to get it at a stage in your career when you didn't really deserve it.
