This is ok as long as one flys solely within the bounds of kaybec but your logic is flawed if applied to the remainder of the world. How many languages would I have to know to transit Europe? If I was going to land in an uncontrolled aerodrome in some country, you bet I'd learn the few basic aviation-related words of the language spoken in that country, unless their regulation mandate the use of English for all pilots. Same in Quebec, learn the few French words for your own sake, if anything. At least until there is a regulation saying all pilots need to be proficient in English.

If a guy is gonna go to Great Whale, Povungnituk, Kuujuak or Nain, without a bit of French, Inuktitut, or Cree, that's more pitiful than stupid. Not being able to spell Francais? That's just pathetic.

Aux bat, I don't get get the opportunity to operate from uncontrolled airports these days so we are looking at this from two different points of view. If I felt I could not communicate, I simply would not go. If ATC services are not available in english, then they are operating outside of the worlds aviation conventions and you bet, I would not be there.

Safe to say I will never be in any of those places JC. English hasn't failed me in the past 30 years of flying. I have been reading the posts on this subject and all I can say it is not related to safety at all. It is only a political debate between people who want to speak their language at home and people who don't want to respect that right.
I have been flying in places like South America where they would speak Portuguese or Spanish and never had any problem with that. Same in Eastern Europe wher you could listen pilots speaking their national language.
Now, all of a sudden, Quebec is unsafe because of bilinguism. Instead of fighting for nothing, get the statistics and tell
me how many accidents in Quebec are due to pilots not understanding each other. You won't find any.The few RA'S I had where in the US and we were all speaking English.Any explanation?
So fly your airplane according to the AFM, let the controllers control (and they do a good job in Quebec) and enjoy the ride. If you are flying to uncontrolled airport, broadcast your intentions and don't worry, it is not science rocket for a french speaking pilot to understand what you mean when you say you are 25 miles to the west inbound for such and such
airport. You might not get a reply but people will be aware of your arrival.

Not quite. Rumor indicated the inspectors' draft called language a safelty issue but the published report (as approved by management) was rather different.Or inspectors who felt language was an issue but did not include it.

The only near miss I ever had in Quebec in nearly 40 years was over the QB Tacan at 17,000 ft with a military aircraft doing a Tacan approach. Both pilot and controller were speaking English, and the only side of the conversation I got was the ATC side, the other guy was on UHF.

Everyone has an opinion, as everyone is entilted to it, however I hope that transport is turned inside out and embarrased (God forbid) when, and not if, two aircraft mid-air or something of the like due to ignorance played toward such an obvious hazard, just because someone doesn't want to be kicked out of office due to a political game. And simply put, thats all it boils down to is politics.
And to the comment about New Brunswick being the only bi-lingual province, my last drive through Manitoba showed signs in both french and english, however last time through quebec, I couldn't read a damn sign, go figure. When I stopped and asked for directions, I got two different answers, both in wrong directions.
Down with the frenchmen I say! Least make it manditory to speak english, like wearing turbins to be muslim and work security at pearson. Transport needs to grow a set and solve an obvious issue. They don't have a problem snapping at the guy who may/may not have been VFR, but someone who doesn't respond in english because they are two proud and then go screaming by my left side less than 1/4 away at same altitude? Nothing, won't even touch the subject. Give me break, just my two cents.

Came across this,,,, food for thought on the discussion. You can make your own opinions to its relevance on the thread. I haven't had time to check the ref ICAO doc... so can swear to the validity.
"As of March 2008 any pilot with a PPL license or higher is required by ICAO to obtain Language Proficiency Endorsement with his Radio Telephony license. This is to make sure that the level of english used by pilots on the radio is of a required standard. All pilots with an RT license obtained before March 2008 will get a LPE level 4 automatically when they renew their PPL and this LPE-4 is valid for 3 years. A LPE-5 is valid for six years and a LPE level 6 is a lifetime endorsement and needs no renewal. Read ICAO Doc 9835/AN453 (149 pages, 1 Mb) for more info"
