Are There Frozen ATPLs in Canada?
Simple enough question about something that always irks me on resumes: "Frozen ATPL"
I was under the impression that Canada did not have such a thing and that it was maybe just a buzz word that they picked up and are using it to say they wrote their exams but don't yet have the time to be signed off. Are there any exceptions to that?
Let's say I'm looking at a candidate right now that has everything looking good but they have a 'frozen ATPL' with exam dates from four years ago. Are they legit or should this be a red flag that they just go with whatever rumour they heard and don't bother to look up the right answer for things?
(Yes, I recognize the possible irony in that last question. I just can't seem to dig up a solid reference, which is what I'm really here for.)

There is no frozen ATPL in Canada. TC will not process an ATPL application without the required hours. Getting a copy of the application form would be a "solid reference" for that.

It is correct that there is no Frozen ATPL in Canada, however comparing it directly to EASA which has a frozen ATPL, the criteria is to have the exams written while waiting for the required hours.
I would believe your candidate is using a simplified and understood term for expressing their license state. It got the information across, and while there is no such official term in Canada, they have written the exams and are waiting for the hours to receive their sticker.
If the exams were written 4 years ago, there are a couple things which would hold them still valid, such as >12,500 lbs type rating (indefinitely), or part of a integrated degree program (5 years).
In my opinion, if the rest of the resume looks good, you should clarify with the candidate on his CARs understanding, because as you know it can be a tad confusing, especially if they have come from another country which uses frozen ATPLs, or is using it simply as an internationally understood term.

Thanks guys, I suspect the integrated degree is what "froze" it. I just wish that damn term would go away, how hard is it to say "ATPL exams passed?"

EASA doesn't have a frozen atpl either. CPL + ATPL exams written. Just as you can do in Canada (with the exception of the hour requirement to write the ATPL exams). So just as meaningless here as in Europe.

Yes, EASA does not issue a license for a frozen ATPL, but the term is widely used among flight schools and some recruiters.

I think you pretty much hit the nail on the head. At least to the pilot telling people what they have.Maybe it sounds cooler?
Though to use it on a resume when what you really have is a CPL is a bit like being almost honest.

As someone that's completed an integrated program, I don't really advertise the "frozen ATPL" part. Instead, I've been putting "SAMRA/SARON completed", since that makes it a bit more clear, in my opinion.
If at first you don't succeed, maybe NDB approaches just aren't for you
