Reading the CBA, my understanding is that OFP no longer applies for new hires. Replaced by ATC Premiums. I understand that basic ATC rates of pay are based on an 8-level scale depending on location and complexity (ATC-0 to ATC-7…ATC-0 for under check-out, ATC-6 for ACC, ATC-4 for YEG Tower, etc). So what are the 14 ATC Premium Levels based on? Do they correspond to the rates of pay levels? Doesn’t make sense since ATC-6 would get ATC Premium Level 6 and ATC-4 would get ATC Premium Level 4, which is more since the scale is reversed.
Also, do ATC-0 get SHIFT premium? CBA says “employees” are entitled but doesn’t differentiate between licensed controller and ab-initios under check-out.

ATC premium levels are based on traffic numbers and complexity. There is a scale in the Classification document that explains it all, but that may be changing in the near future as CATCA and NAVCANADA have been working on fixing some of the problems from that system that have been identified. Basically the slower the tower, the less money you'll get. ATC-0 does not get this, but once you are qualified and if you transfer to a different tower, you'll get the ATC premium of your previous tower until you qualify in the new tower.
ATC-0 get all premiums, (except OJI PAY, be interesting to see how that would work), including overtime if it is available.(you won't be training doing overtime except in exceptional circumstances, but staff meetings or required briefings might get you some)
