I studied on my own and went to a flight school for a recommendation. They made me do some practice exams and then gave me a letter. Pretty ridiculous requirement but I don't believe there is any way around it.

You can get a recommendation from pilot training.ca after completing their online CPL ground school exams. You're looking at approx. $300 CAD to enrol.

Although they have a letter directly from Transport saying these letters allow you to write the exam, I was sent home when I tried to write using it. The lady at Transport was exceptionally friendly when I tried to argue with her :smt040

I wouldn't recommend relying on it.

I had trouble with the letter from PilotTraining.ca because I was not in the region they operate in. So keep that in mind. If you out west or Toronto YMMV with that letter.
