I've been doing some reading lately and I'm still a bit confused about IFR approaches.
Are LPV's (APV) considered non-precision approaches or precision approaches nowaday ???

non-precision. definition hasn't changed. only precision sat based approach is a GLS approach, however there are none in Canada. they have them in the UK and some airports in the US, possibly elsewhere.

Except for an Instrument Rating flight test, then they are considered a precision approach.

For ATC only ILS are considered precision approaches. This affects spacing requirements on some occasions. We have a waiver now that means that LPV and LNAV/VNAV approaches can use the same separation standards as an ILS.
