IO Blacklisted

Tried to post a reply on another thread and it said:

Turned on my VPN and no problem to post now... but why is the IP
blacklisted?

where are you accessing from are you on your home network? is it you school? you could manualy change your Domain Name Service (dns) to a server you pick because that seem like a dns block for more information on a dns try this video https://youtu.be/Rck3BALhI5c
