Getting an OC without an aircraft
Has anyone ever heard of a way to submit an application for a 703 OC without having the aircraft registered to the company yet? Lease agreement signed for a future date? New purchase with a delivery date guarantee? Anything?

You don’t have to meet the conditions of issuance of an AOC when you apply you just will not get issued the actual certificate until everything is in place. For example it is common procedure to approve the training section of a COM before everything is done in order to allow required aircraft training to be carried out before AOC issue.
With respect to the airplane, you will not be issued an AOC until you have at least one airplane registered to the company
The only non negotiable thing needed to start the AOC approval process is to pay the fee

Do you still need a license with the CTA, and in what order do those get issued? Chicken or egg first?

TC wants to make sure you haemorrhage money for a good long time before you get to do a single revenue flight. It's their way of welcoming you to your future in aviation.

Like pretty much everything in Aviation you get out what you put in. Do your homework and put together a tight package and things will go smoothly. Submit a crap package which requires a lot of back and forth with the Inspector handling your file and it is going to take awhile. TC has a service standard and with the new rules if the standard is not met ( ie TC is late) then you can get some of your money back. However the clock starts on receipt of a complete and compliant application package.

The fee for an initial application for a 703 IFR AOC is $ 4899.47

I have the paperwork on my desk the letter of intent is quoted at roughly $8000. As of 2018 anyways it may have changed since...

That’s peanuts compared to operating lol. I think it was around 8 grand last we did it but that was three years ago now.
