New Exemption NCR-021-2021

As per NCR-021-2021 located on the COVID-19 measures, updates, and guidance for aviation issued by Transport Canada Website: "allow candidates that have not yet written the requisite written examination for a Commercial Pilot Licence, an Instrument Rating or any of the Flight Instructor Ratings, to be accepted to attempt the flight test required for the issuance of an Instrument Rating, any of the Flight Instructor Ratings until January 31, 2022, as a temporary measure."
Am I reading/understanding this right that TC is allowing people to attempt the CPL Flight Test without having done the CPL Written Test first?
My confusion lies in the final part of the quotation above. It mentions "to be accepted to attempt the flight test required for the issuance of an Instrument Rating, any of the Flight Instructor Ratings until January 31, 2022, as a temporary measure.", but it doesn't mention for the issuance of a Commercial Pilot License. Shouldn't it say "to be accepted to attempt the flight test required for the issuance of a Commercial Pilot License, an Instrument Rating, any of the Flight Instructor Ratings until January 31, 2022, as a temporary measure."
I may just be overthinking it, but I just want to know if the flight test can be done prior to the written exam. Thanks!
