I don't which Canadian captains they're trying to hire, because nearly no one (and probably no one who would apply for this) in Canada meets the requirements of 14 CFR 121.436(a)(3) (1000 hrs SIC at Part 121).

Correct, few will meet that. As such, by advertising and receiving no applicants, they can satisfy the Canadian requirements to hire "foreign workers" (Americans) for the positions; as long as they too meet the requirements. Much larger hiring pool in the ol' USA.

How many of that 'larger hiring pool' will meet the requirement to have the right to live and work in Canada, though? AND, how many of them are going to be leaving their US jobs to come and work in Canada for 'compensation [that] is competitive with similar operators and equipment types' - Similar Canadian operators, or US ones?

The only other pool of applicants I can see them going after is the large number of F1 or M1 students in the US who gained experience with OPT and are unable to get an H1B or some other status in the US, but have little interest in going back to their home countries. I doubt many of them meet the experience they're looking for, however.

Nice that ALPA has acknowledged the large pay disparity between Canadian and US pilots but haven't done a thing about it.

Honestly, I'm more concerned that this airline will be a Canadian airline paying Canadian rates, flying primarily out of Toronto, but governed by the FARs.

I’d make a guess that the Canadian rates they would pay would be better the the other Q operators in Canada and still be below the US pay scales for American Q400s.

Going to be a little hard for them to start some of the ops they plan without the Pre-Clearance at the Island.
Facilities are apparently either finished or close to but there is no interest currently (post COVID) to get it up an running from my understanding.

That would eliminate a few of the planned routes until that got opened.
Then Porter would likely operate some of those routes too having the pre-clearance available.

Also from some things I've heard... sounds like their application to the DOT and FAA is a bit of a disaster
Should be interesting.

Connect Airlines posted on twitter that they've been awarded FAA approval to proceed into the validation phase of the 121 air carrier certification and are to begin proving flights shortly. Looks like a nice livery.
