Hello guys, as the title says....
what is the mechanism behind? Why is it the seat belt sometimes got stuck at a position, and won't pull out any further?
Any tips to deal with a stuck seatbelt on a 172...?

What seatbelt system are you talking about? And what part is 'stuck'?
If you are referring to the shoulder harness part that doesn't slide over the knob of the buckle, then a common issue is that the shoulder part is reversed.

It is the retractor assembly for the lap portion.

Let me guess, is this on an R model by chance?
If you reach a finger or two up into the mechanism from the bottom (under the plastic cover) you can feel the bar that engages the lap belt cog. With a bit of trial and error you'll figure out how to get enough lap belt dispensed to buckle up, and then get your hand out of the way so that it can lock as required.
