Does Canada have any equivalent of a field approval that the USA has for not STC’d mods?

At present, there is no equivalent to the FAA Field Approval in Canada. A reason for this is that the "337" field approval is a product of the FAA FIDSO office, which is not an aircraft certification branch of the FAA. Canada just doesn't do it that way. Often during an import, an FAA Field Approval can be accepted for import (though not always).
In accordance with CAR 571.06, a Major Mod requires approved data, which an STC is, and a field approval is not. If the proposed change is not a major mod in Canada, a review of the mod in the context of STD 571, Appendix A, may lead to a path other than an STC for some simple mods, provided there is otherwise "Acceptable" data.
Thought and care must also be given to the possible interaction of a minor change to other major or minor changes already on the aircraft. Sometimes the sum of several minor changes could be major.

As far as I know 337’s are soon to be no longer approved by TC…. If not already condemned.
