I think you meant 9.5%.
Article says 3 people filed 79% of 247 noise complaints, out of the 2044.

Re: 94% of YVR's 2044 noise complaints came from 3 individuals
Here in Vernon, BC we had an individual buy a house about three miles/six degrees off the arrival/departure path of the only runway. And then bitched about the low flying aircraft.
Re: 94% of YVR's 2044 noise complaints came from 3 individuals
No. The news article isn't terribly clear...see the second link for the actual stats.
"In 2021, YVR received a total of 2,044 community noise concerns related to YVR aircraft operations
from 115 individuals across the Lower Mainland. Of the total community noise concerns
received, approximately 94% were received from three individuals in the Lower Mainland. "
The graph of "concerns from top 3 individuals" shows 1912 out of 2044 came from the 3 individuals.

Yes and I'm supposed to use idle reverse to appease those 3 people.
Re: 94% of YVR's 2044 noise complaints came from 3 individuals
Nope.
Read the report...
Lower mainland 94% of all from three.
Richmond 79% of all from three.Of the total community noise concerns received, approximately 94% were received from three individuals in the Lower Mainland.
People must be dedicated... multiple per day every day...Of the total community noise concerns received from Richmond, approximately 79% were received from three individuals in the City.

Ah yes, I only read the first link.
Re: 94% of YVR's 2044 noise complaints came from 3 individuals
and something like 90% of YYZ come from 6 numbers. I particularly am impressed by the arsehole in the UK who had an autodialler setup to call based upon the airport schedule. he forgot to adjust for daylight savings time. Kind of like don't buy next to a pig farm, if you don't like the smell

JFK received 77 noise complaints on the day after 9/11…..
Re: 94% of YVR's 2044 noise complaints came from 3 individuals
It definitely sounds terrible. However, logically you can't conclude that if those 3 people move, that 94% of the complaints would be gone. Their neighbours likely know these people make lots of complaints, so they won't bother making complaints themselves. If the leaders move, other people might step up to (rightfully or wrongfully) complain.

Re: 94% of YVR's 2044 noise complaints came from 3 individuals
Relative to the year before..yes they would be gone. Is there some torch to pass where someone who only complained occasionally now would complain frequently?
And I’m willing that complaints will eventually drop as these people become deaf, old, and senile and die or move away.. and aircraft become noticeably quieter (who would have thought that old A320s would be the loudest planes at the airport?)
It’s interesting the paradigm shift. When you see an old person start dropping names and the service staff they are berating simply don’t care.

Back in 2008 I wrote a paper regarding legal issues of airport zoning. I used a similar stat from the 2007 annual report! Seems like the folks are persistent. Geez, you'd think they'd have more things to do with their lives. Yet, here we are 15 years later!

More importantly it’s to appease the economics of the operation.

And that's just including complaints twenty years in the future.

They time travelled, and found out planes still made noise in the future.
So they began calling about it now lol.
Seriously though, who moves to Richmond if planes upset them?
That airport has been there since long before I was born, it isn't new.

The local small airport here had a gentleman who got regional television involved to shut down the tiny airport. His house was still being built. He declared on television he knew there was an airstrip there, and saw nothing wrong with his behaviour.
