Snowbirds?

Government of Canada, Department of National Defence Canadair CT-114 Tutor (SNBD5) from Kelowna, BC (CYLW) to Calgary, AB (CYYC) (flight of 3), inbound on the IGVEP6 arrival and cleared to 10,000 feet, deviated eastbound off the standard terminal arrival (STAR) route. The arrival controller noticed the deviation and turned SNBD5 northbound back towards the STAR. At this point, SNBD5 descended out of 10,000 feet to 9,300 feet as a WestJet Boeing 737-700 (WJA461) from Calgary, AB (CYYC) to Kelowna, BC (CYLW) was close by, direct BOTAG, at 9,000 feet. The arrival controller climbed SNBD5 back to 10,000 feet and turned the aircraft to a heading of 070. WJA461 descended on a traffic alert and collision avoidance system (TCAS) resolution advisory (RA). IFR separation was lost.
