Maximum flight times

I'm not a pilot. I'm a tech writer trying to understand the new fatigue management rules in CARs. I am trying to write for an operator flying under 702/703.
  • Part VII has maximum flight times posted in 700.27 which states the new numbers as 112/28, 300/90, 1000/365.
  • 702.92 has 60/7, 120/30, 300/90 and 1200/365.
  • 703 and on have no maximum flight times listed.
So the question is this. Unless a subsection states otherwise (like in 702), are the times in 700.27 the rule? I looked through them all and only 702 has something different.

My understanding is that rules on 700 are master rules unless specified otherwise under subsection of 702, 703, 704 etc.
For example, medevac duty regulation is different from 700(General) world because of

"700.19 (1) This Division does not apply
(b) to an air operator who conducts a medical evacuation flight or to a flight crew member who operates an aircraft to conduct such a flight."

therefore, you will find another set of almost "unchanged" duty rule for medevac ops. It goes from 700.100 and on if you're interested.
If not the case like above, 700 rules apply.
So, yes you are right. If there are another set of different duty time under subsection on 702, then it supersedes the one on 700.
Or if there isn't, 700 applies.

Please correct me if not correct.
