Apparently my application from "not going forward this time" changed to "Under Review" . What should I make from that?

Puzzling. Maybe they changed their minds? It would seem you didn’t make the cut the first time but now they looking at you again. That’s my guess.
They want 1500 TT for the E2 FO. Don’t know if anyone’s been sneaking in with less.
I would send a nicely worded email and ask.
