But that would only allow a professional pilot to fly past 65 on commercial flights in the USA.

ICAO has been for raised retirement age for years. The only obstacle has been the Americans who hold a veto. Supposedly a not insignificant amount of United’s pilots over the age of 60 end up being not being able to fly due to medical issues. The CEO of United even went as far as saying raising the retirement age wouldn’t do anything to the pilot shortage (can’t remember the article in which he said that).

This is just the start of the legislative process.
It made it out of a congressional committee on a straight party line vote. Now has to get out of committee in the senate. Dems are the majority in the senate so have more votes on each committee. Congress can pass legislation but it may never make it out of the senate. If it does - in a standalone bill - Biden can veto it. Hence the ALPA rallying call. If it is buried within the FAA Reauthorization Bill, it is more complicated.
Apparently Lindsay Graham supports this in the senate. But he is in the minority party.
This may come to pass. Not likely, but it may. But it won’t be very soon unless many dems in the senate support it.

During Covid, U.S. airlines were packaging out pilots. Turned out a significant number of pilots over 58 were not even active and on some sort of long-term medical leave. I don't see this as a viable solution to their problems.
