Ground Hold for IFR traffic?? WTF?

Yesterday we were informed of a ground hold of all IFR traffic out of YQK for at least thirty minutes....I have never run across this before...anybody care to shed some light on this? Did everybody at YWG ATC call in sick. or what?

It took me all of 10 seconds to find the pertinent NOTAM.

060228 CZWG WINNIPEG FIR
CZWG CANADIAN AUTOMATED AIR TRAFFIC SYSTEM (CAATS) SHALL BE
IMPLEMENTED AT WINNIPEG ACC SOMETIME AFTER 0606030500. DUE TO THIS
MAJOR SYSTEM UPGRADE AN OPR READINESS DEMONSTRATION (ORD) SHALL BE
CONDUCTED FOR APRX 10 DAYS FOLLOWING IMPLEMENTATION. TO SUPPORT
THE ORD, USERS MAY ANTICIPATE THE FOLLOWING 1100-0600 DLY:

1. WESTBOUND AND EASTBOUND DOM TFC:
MAY BE SUBJECT TO ENR SPACING PROGRAM (ESP),
MAY INCLUDE TACTICAL REROUTES AND/OR CONTROLLED DEP TIMES
TO ENSURE 20 NM IN TRAIL AT SAME ALT THRU WINNIPEG FIR,
MAY BE SUBJECT TO REROUTES THRU U.S. AIRSPACE.
2. NORTHBOUND AND SOUTHBOUND NORTH ATLANTIC EUROPEAN (NAT) AND
ALASKA/ASIA (PAC) TFC MAY BE SUBJECT TO REROUTES AROUND THE
WINNIPEG FIR.
3. DEP IN THE WINNIPEG FIR MAY ENCOUNTER DELAYS OF MORE THAN 15
MIN AND ALT RESTRICTIONS.
4. POLAR ROUTES WILL NOT BE AFFECTED.
A TELECON WILL BE HELD AT 0100 AND 1145 JUN 03, 2006 AND 1145 DLY

What ... Doc check NOTAMs? He's been flying since we were all in diapers, he doesn't need to do that! Once you are half as experienced as Doc you figure out to "JUST FLY THE PLANE, NEVER MIND SILLY THINGS LIKE NOTAMS!!! JEEZ YOU KIDS WITH YOUR FANCY WAYS OF DOING THINGS!"

Doing an upgrade, but getting delays like that. mmmmm what kinda system is that.

On a dumber note, I don't think that I quite understand on what there doing here to the system. Can a controller clear it up thanks.

Any Staffing problems? Would there be any "Contact positions" coming up? You know, for that "busy" winter season? I know of a recently retired "East Low" pusher who might answer his phone........ But if he doesn't pick up have DOC buzz his place a couple of times to wake him up!

What's a "NOTAM"???? Actually even I check them....but I admit NOT always! I was VFR that day...and just curious. But I have never run across it before. At least get it right!!! It's the WEATHER I never check!!!
