Radar Release/Departing IFR at CYKZ
What are the requirements for Toronto Terminal to give Buttonville Tower the go-ahead for an IFR departure?

Rwy 21 @kz points directly at Pearson, depending on the runway config it is nearly impossible to maintain proper IFR separation from YYZ departures and arrivals, usually what we do is either hint at an vfr departure, or wait until we can build a hole, have the a/c turn on departure either 330 or 150.
Further to the question of IFR release from KZ, 3000 is about the only altitude that the satellite controller owns around KZ because of the YYZ arrival and departure path, the airspace can get pretty tight and make it difficult to release a/c with anyone in the vicinity at 3000, i.e a/c from the north landing CYTZ, we have to get them down to 3 well before KZ which pretty much shuts down KZ at that time. To that respect I've never delayed an A/C at Buttonville more than a couple of minutes or so, unless it is a 21 departure that has to depart IFR.
