Can you use an airport that only has an NDB approach as an alternate if the NDB is notam unmonitored?? My guess is no. But I’m unable to find it anywhere.
From the TC AIM regarding alternate minima... the closest stuff I could find:
In the real world, you could use "No IFR Approach Available" minima in assuming that the only approach, the NDB, may be unserviceable. Chances are the NDB will be A-OK but imagine flying to your destination, missing the approach, going to alternate... huh... no approach aid...
My advice would be to make sure you file a different alternate, or at very least have sufficient fuel to get somewhere else, just in case.

That is a pretty grey answer and probably of little use for exam purposes one way or another. If I had to pick an exam answer I would say no - but that is backed up by common sense as far as I am concerned."In determining the lowest useable HAT / HAA and visibility, the pilot should consider:
a) The operational availability of the ground navigational equipment by consulting NOTAM"
