It seems that's true. There are rumors that YVR may completely decommission this runway. ADS/B has changed the game in northern airspace and over the ocean which is where the biggest gains were to be made. In those specific airspace types staffing is much better than in lower level units in busier airspaces and busy tower/terminals.
