A relative of mine is starting flight training soon. Is the E6-B or CR-3 still required or did they go the way of the Dodo bird? Do you still need to know how to calculate your own track these days?

It's required and worth getting very well acquainted with, as it's the only tool you can use to reliably calculate time remaining to destination on the XC portion of PPL/CPL flight tests. Also is the only tool capable of calculating True Alt, as the CX3 doesn't do it and the equation is pretty annoying to memorize and use given the millions of other details you need to memorize.

Yes on the CPL exams and above. Aside from True Alt, the E6B is your best friend in the aircraft as I don't see how you'd use a CX3. Buttons aren't exactly easy to press as you're getting knocked around by summer turbulence.
