PPL medical validity period

PPL medical validity period
I've always understood, and it appears to be backed up in CARS 404.04(6), that the validity period for the medical of a PPL is 24 months if over 40 and 60 months if under 40.
However, on Transport Canada's web page at:

it states that the validity period for a PPL is 12 months if over 40 and 24 months if under 40.
Am I misreading something in that web page, or is there an error? I know when push comes to shove, to trust the CARS, not some summary TC page, but this seems a bit alarming... particularly if they are trying to sneak in some changes to medical validity periods.
The page itself is a bit suspect for errors, as I also noticed that in their chart, under Medical Category 3, they say:
This category applies to the issue or revalidation of Student Pilot Permit:
Helicopters
Gyroplane
Balloon
Pilot Permit
Gyroplane
Private Pilot Licence
Aeroplane
Helicopter
Pilot Licence
Balloon
Flight Instructor Rating

which makes it sound like PPL is some kind of category of a student pilot permit.

I think that page lists possible restrictions that may appear on your medical. So under 40 the class 3 medical is valid for 5 years but the doc or TC could limit it to 2 years if they notice any issues that warrant following up sooner. I think.
As an AvCanada discussion grows longer:

.. though the validity periods in the chart for other types of licenses (commercial, recreational, ATC, etc.) seem to agree with what's stated in the CARs. Unless I've missed something, it's just PPL that seems to have this anomaly. Strange...Ah - that could make sense...
