2nd hand info is that both aircraft were in the circuit. Aircraft on final elected to do missed approach/balked landing due to an aircraft still on the runway during takeoff roll. Shortly after takeoff, this aircraft climbed and struck the aircraft on the missed approach/balked landing.

This is a really sad event. I've always admired that school and their little airstrip. I flew there years ago to meet them and possibly apply for a job instructing, but I took a job elsewhere. They seem like great people. My condolences to the family, friends, and the staff involved in this tragedy.
It reminds me of two similar events that almost ended in disaster. In Fredericton, I witnessed an instructor who was told to pull up and go around because another aircraft lined-up without a clearance ...and then it proceeded to take-off right below them. They almost collided, had it not been for the controller calling the instructor to make an immediate turn.
Also, in Rocky Mountain House, I saw a C-182 and a SU-26 nearly collide. The 182 used the full runway for the take-off and was in the climb-out when the SU-26 took off from the taxiway intersection, seemingly not knowing the 182 was there. The SU-26 climbed sharply and passed directly in front of the 182, climbing right through it's flight path. It was really scary and I don't know if the SU-26 pilot had any clue what happened, or almost happened.

When I was in training, I was on final with another student in a different plane. We couldn't find each other for the life of us, until I looked up. We're both about a mile final, but he's 50ft higher. We worked it out and he went around.

Can’t blame an uncontrolled airport for the midair - neighbours called me the other evening to say that they witnessed an almost midair over our houses about a 1/4 mile from the button of 26R in Pitt Meadows - I listened to the audio & it turns out one of the aircraft didn’t follow the atc instructions & flew in front of the other in the circuit.

What a tragedy. Both Steinbach airports are among the more hectic airports I've ever flown into, when the circuit is full it takes some focus. Harvs generally runs a good operation, what a blow. I'd like to know the AC involved, is there any way to find out?

Even with a tower open still a risk. I have seen students in a circuit while an airline is inbound and disturbs the pattern where you have 3 of 4 planes get extended downwinds. If the tower tells a student their number in line and allow them to plan their own base turn rather than call it. could be a recipe for a midair. Very easy for a student to turn base early thinking they are following the right plane, and intercept final near the actual aircraft ATC wanted them to follow. Of course meanwhile the tower controller is working ground for the arriving airline and also getting another student to takeoff maybe missing that early turn error, just enough time for disaster.

Should be following. If you have 5 students all doing touch and goes it would be very easy for one to cut the corner in an MF, or tower environment.
