Job Summary
The Manager, Aircraft Services – Flight Operations serves as the designated Person Responsible for Maintenance (PRM), as required by the Canadian Aviation Regulations (CARs) for holders of both an Approved Maintenance Organization (AMO) and an Air Operators Certificate (AOC). This role is accountable for all facets of aircraft maintenance, including inspections, quality assurance, AME training, regulatory manuals, and ensuring compliance with Transport Canada regulations. The Manager leads a team of professionals in performing both scheduled and unscheduled maintenance and collaborates with internal and external stakeholders to deliver services that are both safe and efficient.

In this role you will:
Analyze all domestic and foreign airworthiness directives, manufacturers’ maintenance programs, and continuing airworthiness requirements outlined in STC documentation for the aircraft.
Identify any maintenance areas that do not fully meet regulatory compliance and develop and implement corrective action plans as necessary.
Obtain required approvals from regulatory authorities, manufacturers, and OEMs, as appropriate.
Ensure corrective actions taken are and remain effective in respect of any findings resulting from a Quality Assurance Program or Safety Management System audit.
Ensure that the person responsible for maintenance, at the time of their appointment or during their tenure, does not have a record of conviction for:
an offence under section 7.3 of the Act; or
two or more offences under any sections 571.10 and 571.11 not arising from a single occurrence.
Act as financial signing authority in accordance with the NAV CANADA’s Designated Financial Authority policies.
Participate in the annual and long-term budget preparation, monitoring, and reporting related to all inspections, mechanical, structural, and systems within the aircraft.
Analyze overall maintenance operations with the goal of continually improving efficiency and reducing overall maintenance costs.
Manage all periodic heavy maintenance checks and aircraft enhancement projects, ensuring adequate staffing, effective budget planning, continuous monitoring and reporting, and completion of all project deliverables on time, within scope, and within budget.
Establish and maintain appropriate working conditions for unionized staff within the Maintenance department, including both NAV CANADA employees and contracted personnel responsible for daily, periodic, and unscheduled maintenance activities.
Coordinate all scheduled long-term, short-term, and unscheduled maintenance program activities with Planning and Dispatch.
Be fully accountable for all staffing activities. including hiring, setting priorities and assigning work, establishing budgets, assessing performance, authorizing leave, scheduling overtime and shift work, providing guidance and coaching, and taking disciplinary action as required.
Develop and foster a work environment that promotes motivation and engagement, maintaining effective employee relations through the application of company values and principles.
Flow corporate goals and objectives to the front-line staff by establishing and evaluating individual development goals, objectives, and performance indicators.
Coach staff to ensure they are aware of their performance in line with company expectations.
What you bring:
Education:
A Transport Canada M2 AME license.
Must meet the requirements for Transport Canada’s Person Responsible for Maintenance (PRM).
Experience:
At least 6 years of experience in the performance or direct supervision of maintenance activities, including at least 6 months within the past two years in an Approved Maintenance Organization (AMO) of similar size and complexity.
Experience in a supervisory, quality assurance, or management role, overseeing both staff and contractors.
Experience on King Air 360 and CRJ or similar type, maintenance type certification.
Experience in procuring maintenance services and contract negotiation.
Extensive technical maintenance experience on aircraft of a similar size and complexity.
Experience in the development of maintenance quality assurance programs.
Experience developing maintenance activities that are in addition to the minimum regulated and manufactures approved programs.
Experience managing heavy maintenance checks and aircraft modifications.
Experience building and sustaining strong relationships with the regulator and aircraft manufacturer.
Knowledge:
Expert knowledge of the Canadian Aviation Regulations (CARs).
Expert knowledge of Minimum Equipment List (MEL), Master Minimum Equipment List (MMEL), Maintenance Control Manual (MCM), and Supplement Type Certificated (STC) documents and requirements.
Expert knowledge of the manufacturers maintenance program, component, system, and structures for the King Air 360, CRJ aircraft or similar type.
Strong knowledge of electronic maintenance tracking programs.
Expert knowledge of Safety Management Systems.

Working Conditions:
This position is a hybrid position with a minimum 3 days per week on site.
Occasional off-schedule work required, as operational needs arise.
Work in high-noise environments may be required at times.
Occasional work in potentially hazardous areas associated with active aircraft systems and aircraft operations.
Occasional travel required.
