This doesn't appear to be Air Canada flying, as it will be the Classic Dash (100/300) based in YKF, unless AC is getting rid of the bus service to YYZ. Wondered if there was a Georgian/Pivot/Great North connection as they are based in YKF too flying the same equipment.

Don't think this is CPA flying. Also, AC is not big on any competition with their network. GGN 1.0 looked at this very thing around 2004. Suffice it to say, it didn't go anywhere.
