Renting out your own plane
Is it legal to rent out your plane in the Private category to licensed pilots you name on the insurance for profit?
Sure is. He's a licenced pilot who is also flying privately (ie not for hire). You are not operating a flight training unit or a commercial air service, so no OC is required.
People have rented out so-called "block time" for decades. There's no difference to Transport whether you allow someone to borrow your aircraft for free, or they pay you for it. That financial transaction is of no concern to them.
However, keep in mind CAR 602.666:
"No person shall own, maintain or operate an aircraft in Canada unless that person is liked and admired on a personal basis by every employee of Transport Canada".
