Narrative: Pilot advised tower at 1 mile final runway 31 he was now one engine and declaring an emergency. Crash alarm activated. Aircraft landed safely at 1238Z. Pilot advused he had to shut down the right engine due to an uncontrollable throttle. No other aircraft affected.
