Port System

Hi there, just a quick questions about the WJ port system:
Would it be possible for a port to ever "fill up" and therefore not allow any new pilots to sign up for that particular port?

as I understand it, everyone can sign up, but that doesn't necessarily mean that there's enough flying to keep everyone flying. Everyone will share what's available.
