Cost of living in Halifax....buying a house is relatively cheap when compared to YYZ/YYC/YEG/YVR etc. It's everything else that kills you. High sales tax, high price of gas, high cost to heat the home, hidden tax, service charges etc.
So cheap house and high cost of living imo.
As for PEAir, I haven't heard that many good comments so I shall suggest you use the search function (HINT: use "salary" or "pay for training/upgrade" as keywords).

i did conduct a search but i just came up with stuff re: entry level dispatch/co-pilot stuff. some good some not so good.
more specifically i wanted to know if people were generally happy working there, management is ok, upgrades do happen (to the turbine a/c), what kind of work do the pa31 crews do. and of course: what's a 1 br. apt going for in halifax?

The people that I know that work there are happy. People there in general are a friendly lot.

I've never met a pilot from PE Air who's seemed unhappy.
Now dispatchers are another story! From what I can tell, you gotta have some good patience is all.
I've had a few friends go in and climb the ranks at PE Air, and they never said anything bad about the company.
I used to flight train outside their old head office in YYG, great bunch of staff, and Mr.Bateman was to me always an approachable guy.
At that point in my life I sort of assumed I'd end up there someday!

P.E.Air is a good company to work for ... moneys not the greatest at first but what 4 tier company is ? One thing you can't put by P.E.Air is the hours you can get in a short time.... As for the management ... " Bestkind" and also Mr. Bateman is a great guy...

I don't know much about PE Air, but cost of living in Halifax is actually relatively high for the size of city depending where you live.
The airport is a good 25 - 30 km North East of downtown and the Pennisula. If you live on the Pennisula, because of all the Univeristies that are near by, rent prices are pretty steep. I'd say on average for a 1 br you're looking at 700-1200 depending on ammenities, location etc.
If however, you'd rather live closer to the airport and don't mind living further out of the city in Dartmouth or Sackville, the rents will be significantly cheaper.
For whatever reason, gas also tends to be a good 10 cents a litre more expensive than Ontario.
