I'd say the catch is that they don't want to lose anybody. Hopefully other companies can follow them by example.

Hey R1 is a great company, I worked there for about 3 years. Great managment, The CP and DFO are great guys to work for. The F/A's are awesome and professional, what more do you need!

does this mean 200 hour CPL, multi IFR, type on dash8? and if so where can one purchase a type rating for the dash?

So, unless you are one of the lucky 8, 200 hours won't get you into Regional1 or Jazz ... yet

right, but out of pure curiosity, you could have 200 hrs., go BUY a type rating and be hired on then?

You would need 250hrs for the IATRA, unless there is some exemption I am not aware of?

If you had 250 hours, an IATRA, and a basic Muti-IFR, Regional 1 would not hire you. There are some lower time people working there, but nowhere near that low. And they have multi time.

Regional 1 requires 1000 hrs TT for starting F/O's, you have flown something large enough to warrent a IATRE. Most training is done in Seattle so the 12,500lbs on the back of your license does speed the process to train in the US.
The contract captains require a current PPC on the DSH-8 100/200 or 300. If you get in as an F/O you have a better chance of making captain in a year (depending on time and exp.) and much more money that Jazz.
If you are willing to travel the world, because they are an ACMI operator, then you are at the right place.
The Operations Manager has a motto: Fly all the time - Sleep when you can - and eat if you have to! But you will not find an Ops Manager that looks after his people better than he does.
Training pilots are good and without attitude, your sim sessions will be for learning...not the beatdown. The crews are like family and have a lot of fun on the road.
It was a great place to work!

How are things ground side? I've been looking at the flights ops coord. position on their site and am just wondering what their world is like on a day to day basis.

54k for an F.O.....I would hardly classify that as 'great'....but then again if you minimums are only 1000TT what can you do..
