i always thought the flightdeck was off limits to non-employees, but i've been hearing conflicting stories...even from WJ CSAs. If we have a reciprocal JS agreement, the flightdeck is still off limits, correct? or is it Captain's discretion?

I believe TC has given airlines the go-ahead on the matter, it's just a matter of each company putting to put in their COM to make it legal. I heard it from a TC memo, I think someone posted a link to it in the general forum a while back.

Indeed, there is an exemption available to air operators if they choose to make use of it:
EXEMPTION FROM SUBSECTION 705.27(3) OF THE CANADIAN AVIATION REGULATIONS
The purpose of this exemption is to permit Canadian air operators and pilots-in-command to grant admission to the flight deck of their aeroplane on domestic flights to pilots employed by other Canadian air operators commuting to or from their flight assignments, subject to the conditions below.

Just wondering if it is possible to jumpseat on W/J even if your company does not have a recip agreement? If so what would be the process?

Nope - you'd have to have a jumpseat agreement with WestJet and your airline.
