Best Option for me

So yesterday I got accepted to Waterloo's Geography and Aviation Program. I also got accepted to Western's Social Science Program at Huron. If I go there I intend to major in Economics. I'm considering Dalhousie for the same thing. I'm waiting on Western's CAM program but I don't think I'll get in, seeing as my average is 78.
Do you think it would be better to:
1. Go into the Waterloo program and get my CPL through there
2. Go to Dalhousie and get my ratings in Halifax. Is it cheaper to fly out east?
3. Go to Western and pick up my ratings separate from the CAM program. Maybe there's a cheaper school than DFC. As much as I'd like to fly new Katana's, $200 an hour is alot.
4. If I decide to pursue a non-flight program, should I pick up my ratings in Toronto in the summer?
5. My mum lives in the Detroit area. I could also get my ratings there during the summer.
I wanted to leave the option of grad school open so I didn't apply to flight college.
