Best way to pick up a clearance.

Quick question. Planning on departing an uncontrolled field IFR. There are no communications at the field. The problem is the airspace above is Class E 700 AGL in the area of the field. In order to enter the E airspace I need a clearance, so as far as I can tell I need to take off, stay out of the controlled airspace and contact center for clearance. Problem with this is staying so low, possibility of finding clouds or something.(There is a PAL nearby, radio contact shouldn't be an issue.) Or...can I call center on the phone and get cleared. I assume they would give me a clearance, void if not off by 1545z or something.
Somebody with more experience care to give some input?

Calling the centre by phone is the easiest way to pick up your clearance right off the ground. This way you don't have to worry about VMC conditions. When you call you will be patched through to the controller working the airspace from which you intend to depart. Also, this way your alerting service is initiated from your clearance should we not hear from you at the appropriate time. No confusion, SAR from ATC, and safe...can't go wrong there.

VFR no problemo,
IFR flight plan, getting into IMC, Class E = controlled airspace and requires a clearance

i think he is worried about the fact that he can't depend on the wx being good enough for a vmc entry into the class e airspace
