Pretty sure this is a reference to the blatantly inaccurate motto on Manitoba licence plates.

The license plates are the smallest of our slogan problems.

1. A few years ago, millions were spent on the development of the "Spirited Energy" campaign.
2. Spirited Energy has recently be decommissioned to make room for a another great slogan.... "Manitoba Time".

I don't think we can put anything positive on our plates. Our politicians seem to think people want to live here. Ps. Winnipeg is "One Great City"!

I thought the new slogan was "Winnipeg: it's not nearly as bad as it's made out to be!!"

Depending on who you are, it's more likely to be 6 month probation and some community service.
