The management thought it might be fun to gamble a little in a country/market they have probably never even been to, much less know anything about. Bravo.
Mostly because 15mil could never be invested back home in say....... perhaps acquiring oil sand charters. Perhaps leasing an aircraft that is actually adequate for the work.

South America (in general) is a not a stable place for investing, it is still run on corrupt and sketchy business models....yes, there are some places like Chile where it may be worth spending your dollar, but even there you have to know ins and outs of how the business works there and who you want on your side when dealing with bureaucratic governments...

With airlines turning more and more to cadet programs there needs to be a Global College, not just one in Canada. I doubt either will happen.
