Not deserting, more likely rewarded for his excellent handling of the employees with a CEO position. There happens to be one coming up around the same time the government finishes imposing Rovinescu's contract on us.

He was fired. The term is working notice, employers use it when they don't want to pay severance.

Or became a personna non gratia(sp)........... was left out, not asked or invited to further discussions on anything within the company.He got the hint and from there it was "exit, stage left" as he knew he wasn't going anywhere and wasn't wanted. Probably didn't have have any choice, then again he has - needless to say a handsome departure package like they all get.

Here is a wild ass guess......
Duncan Dee was politically veeery well connected (he almost lived on Stephen Harper's chartered A320!) and was obviously hired for his ability to "liaise" with government.
The government gave AC what they wanted in terms of labor law but spent quite a lot of political capital to do it. I'm sure some ministers resent risking their own futures to prop up Big Red, and probably DD's ability to influence government has been diminished as a result. Without great influence he is of little use any more to AC. Or maybe he just had a burning desire to go fishing....
Pure conjecture but fun to think about.

Air Canada recently acquired the services of Sean Dunphy ( not Durfy) , from law firm
Stikeman Elliott , he is a restructuring hatchet man , and is knows the CEO . I believe Dee was shown as surplus in the executive ranks and asked to leave.

No COO is identified as 'surplus'. He either quit or was fired. One thing is for certain - at 42 years of age he did not retire unless it turns out that he has a terminal illness. Perhaps he got a better offer. Perhaps he does not like what he sees as the future for AC and his role in that future. Or perhaps the Peter Principle caught up with him. In any case, he is not the first to leave and will not be the last. The biggest mistake that every Executive makes is that their position as a lifetime appointment. And as for SD, that is definitely somebody that you should be concerned about. His CV is readily available on google. He has only one role to fill at AC - restructuring.

Again just a guess, but I think Duncan saw the headlight of the CCAA V2.0 express coming down the tracks and decided to step off before it was too late.
He is very well connected in Ottawa and will likely land in some federal government position

42 Years old and leaving with a(n indexed) pension greater than an entire new hire class of pilots will earn in a year combined, awesome. Too bad more execs aren't following, the sooner the mentality changes at the top of the organization the quicker it will trickle down.
Rockie has brought the issue of cost structure up frequently and with great accuracy on this forum. Air Canada is bloated, there are too many people who do not generate revenue, too many management positions created to attempt to plug gaps created by other inept managers with no authority to implement the changes required to right the ship. Just this week another memo popped up announcing a new manager of employee communications, a role created with the intention of smoothing over troubled employee/company relations. Is that really what is lacking? Are the pilots upset because they aren't receiving enough corporate kool-aid? Or is it because they were stonewalled at the bargaining table, locked out, and then had the right to negotiate removed all together?

Par for the course with your airline, isn't it. Those top-suites who leave/given the heave-ho get handsome packages that include pension/buyout/incentives. Some have said the AC MGT structure is more vertical than a Federal Government Department. Of course, by vertical I mean layers rather than number of people. Having said that a good 75% of my airline travel is on AC and I have yet to receive what I would consider bad/indifferent service. I credit that to the front line employees.
