Transport Canada operating certificate & NTA authority

What specialty services are exempt from obtaining BOTH a Transport Canada operating certificate and a licence from the NTA ( National Transportation Agency). I realize a farmer that sprays his farm does not an operating certificate if they fly within 25 miles of their farm.
I also read in the old rules of the NTA 1987 and section 3 of the Air Transportation Regulations lists those specialty services excluded from application of the act which sais:
This part does not apply in respect of the operation of an air flight training service, aerial inspection service, aerial construction service, aerial photography service, aerial forest fire.

I always thought when i read the CARS 700 section it said that when you operate a commercial air service for hire and reward which I assumed was a service such as an aerial inspection service ( guessing aerial traffic reporting) you need both a transport canada operating certificate and a licence from the National Transportation Agency. Mind you the above rule is from the early 90's so maybe the rules have changed since then.

If anyone can shed some light on my question for now that would be great, looking at the TC site and planning on talking to TC next week.

If I remember correctly, some services do not require an NTA licence. But all require some form of Transport Canada operating certificate. I think there is a simplified fast track version for only one aircraft.
