I had the "privilege" of sitting right seat for a Mexican initial check ride in a citation last year. A bizarre 45minutes it was. I don't think I would want to fly professionally in Mexico.

I know several pilots of Mexican origin. Many are ex-Mexicana and Taesa both of which went bankrupt several years or more ago.They tell me that you have to be a Mexican to fly commercially in Mexico. No expats allowed. They also tell me that there is a serious shortage of pilots in Mexico and that they are getting emails from companies wanting them to apply. The problem, the companies don't pay a lot. One guy did go back to fly a Sukhoi Superjet.

Pelmet speaks the gospel. Also on the list are any police service, or the military. You weren't born in Mexico, no way Jose!

^ What Pelmet and Illya said is correct. Unless you are a Mexican National by birth, then there is no chance. It can be circumvented if you are determined, but requires that you "obtain" a Mexican birth certificate. Not too difficult, as most births way back were recorded by the Church parish and not a centralized system like here.
My buddy from Mexico told me about a guy he knew from Canada who managed to obtain a certificate that showed he was born in Chihuahua. He explained away his poor Spanish by claiming to have been raised abroad by his relatives (in Canada no less!). In other words you have to BS pretty hard and get lucky. This is also info from ten years ago, things may have got harder since then...
And some of the stories my friend told me about Mexican aviation were scary to say the least. Apparently eight hours bottle to throttle is just a suggestion down there. Even he left Mexico and a 727 job to pursue his career up here. That said it all to me.
