Well, I dunno. They are making a cheaper product (presumably by using cheaper materials and not paying NHL licencing fees) so that, in a sense, is out-competing. Whether the playing field is level or not is a different matter.

The Canadian Border Services Agency and RCMP's federal enforcement section intercepted an air freight container with 190 fake jerseys on Sept. 29 in Winnipeg.
The jerseys were manufactured in China and shipped to the city, RCMP said.
The retail value of the jerseys is estimated to be in excess of $76,000.
That would bring the retail price to over $400 each. If they can get that much for fake jerseys, they really are "out competing" us!

An unequal playing field could be defined as using child labor or not having any environmental / safety regulations to make a cheaper product. It's sleazy, it's unethical by our standards, but it's not illegal.
Making fakes is illegal. Infringing on copyrights is illegal. Infringing on patents (such as apple's products) is illegal.
On the bright side, looking at China's track record on product safety, wearing a lead-based Jets jersey could save you from radiation poisoning in the event of a nuclear war...
They are not out competing us in this case. They out profited us simply by copying the design, avoid paying the license fee and use crappier materials. Out competing implies a lower price which I doubt it's the case here. Chinese manufacturers are well known to use the guts of the contracting clients and make their own rip off.
