Curious, why if your flaps were stuck in the landing position, would you do a missed instead of landing??

Hard to say without knowing all the facts but most likely to conduct/complete a checklist.

If you were trying to land, and your flaps were stuck in the landing position ... how would you know they were stuck?

Perhaps he landed, could not retract the flaps, therefore took off again to perform the 'stuck flaps' checklist?

That's probably why your call sign is Troubleshoot. FLAP ASYM light ON and couldn't retract to the previous setting.

No Flap Asym lights on the Q400.

Likely a poorly written CADOR. Reality was likely a flap power or flap drive caution light with a selection of flap 35 from 15 or something like that. It happens occasionally. There are 2 ways to handle it if on final. One is a go-around.

Is it possible that the dhc-8 is like the dhc-2 that has a take/off, landing, and then full flap setting?

The Q400 can land with Flap 10, 15 or 35. Generally in practice flap 15 or 35 is used. Any of these could be considered 'landing flap'. If your plan was to land with Flap 35, and on final you were at flap 15 and selected flap 35 followed by one of the two caution lights relating to the flap, I would go around to figure out the problem rather than sort it out on short final. All the speeds and landing data would be predicated on flap 35.

I don't know if this is what happened in this particular case, but I would suspect this is the most likely scenario.
