1900 Captain No ATPL?

1900 Captain No ATPL?
I am wondering if it is possible to fly a 1900 (703) w/9 or less pax with no ATPL? So far I have only been able to find a regulation saying you need an ATPL to fly it 704 IFR w/pax. I also am aware that it is typed as minimum crew of 1. I have heard (rumours) that there is a CAR stating that you need an ATPL to fly anything with MTOW over 12,500 lbs left seat but have been unable to find the reg. Any help would be appreciated.

Yes, you could fly a 1900 in a 703 op with no ATPL. You can also fly as PIC of a 1900 in a 704 op if you have 1200 hours and no ATPL. ATPL is not required for a 1900.

I believe in cargo ops no ATPL required as well.

Check 704.108
(3) No person shall act as the pilot-in-command of an aircraft with passengers on board in IFR flight unless the person has acquired at least 1,200 hours of flight time as a pilot.
B1900 that are operated under 704 ops do not require ATPL caps, CPL + 1200hr TT

Isn't the B1900 considered a "Single Pilot" aircraft nowadays?
