Why does it not surprise me that the biggest grants where giving to Quebec "cultural troops" $500,000 to visit the US where did they stay in the presidental suite?
If you think the majority of quebecers would vote for dion think again. I can't show you polls or proof, but mostly everyone I know would rather Harper than Dion in a second.
I know of a bluegrass band that likely wouldn't tour as much if it wasn't for Gov't art grants.

I know of a bluegrass band the goverment pays to play to their friends and empty seats.
If "artists" need government grants to survive it only means there aren't enough people willing to pay to see or hear what they do. If the government wants to help upcomming struggling artists they should start a loan program, perhaps like student loans. Maybe a four year interest free loan. If you aren't earning a living through your "art" at that point, you suck, get a job and pay back your loan. If you make your fortune, good on you, pay back your loan and start paying income tax like the rest of us.
I think most of us agree with that, but the arts community in Canada doesn't seem to share those sentiments.
