It would really be weird to run out of fuel on a short trip like that.

No, Two twotters met at Toba.
One from the NW and one with a load of workers for Toba from am9.
Only room for one on the dock so the loaded one got the dock and the other shut down adrift.
Then they changed crews by boat so the appropriate crew and plane could continue on NW while the other went to CAM9.
The crew boat doing the transfer ran out of gas and a pilot had to paddle it to the dock.
