I would like to become an airman with the Air Force, because 1) I love planes, and 2) I want to serve my country and the world. However, I don't think I'll be able to make it because of my weak constitution. (I am at risk for arthritis. In particular, I injured my knee severely twice within two years.)
If I become a civilian worker with the air force, would I be able to bypass the rigorous physical training? Keep in mind that if I were confident enough to do the training, I would do it. But unfortunately, I'm not so sure I can make it.

There are civilian workers in RCAF formations. They are part of the Public Service of Canada and are not subject to the same physical standards as military members. The civilian workers serve diverse functions, (clerical, kitchen, etc), but they do not fly or work on aircraft (at least that I have seen). Some military aircraft are maintained by civilian companies. The people that work on these aircraft are hired by civilian companies, and not by the RCAF or the PSC.
If you are interested in working with the RCAF, I might suggest you look at a reserve position. There are reserve squadrons in Winnipeg, Borden (near Barrie) and St Hubert (South Montreal). The training for the reserves is more flexible (note I did not say easier) so you might be able to attempt basic training with out having to move or give up your current job. Once you are through basic training the physical demands of most RCAF jobs are not all that daunting (compared to the combat arms).

It's a bit unclear what you are asking about. Civilian positions at DND are not easy to come by, and most are things like admin or support staff. Some aircraft maintenance is done by contractors, but they work for their company, not the military.
