The way I see it, and I could be wrong.
Initially proposed Legislation appears in part 1 of the gazette.
The second amended Draft of the legislation is in part 2
The final legislation is in part 3
Which means, we need to get people reading part 1 every release because once it is passed part 2 it's a done deal.
We need to be at carac's doorstep the second part 1 drops so we can have our views represented in part 2, I assume there's some wiggle room in between part 2 and 3 but I have a feeling that if we want the best bang for our buck we need to nail these things down between part 1 and two.
I think the problem is understanding the process. I think we should discuss the process, once folks know how to create influence we can do something, without that we are kinda screwed.

Suggestion: Perhaps the AVCANADA admins could set up a separate subforum called "Advocacy." Each thread would be dedicated toward a specific issue, and then people can chime in.
Of course each issue would need an "owner" or "champion" who would needle things along as deadlines approach etc and perhaps be the lucky one to visit our fair capital for a visit to Tower C. With technology like Google Hangouts and Skype these days there's no reason why a group a pilots interested in an issue couldn't debate, establish a position, and then make a representation to Carac.
